Yep it looks to be a floor made of sawdust, to the untrained eye at least. It actual is or was a floor made out of particle board. With exposure to moisture particle board will crumble, and in this extreme case it decenagrated.
this made removal of this sub standard flooring a hassle because it crumbled so easily. It was almost easier to sweep it up. The particle board was placed over the top of plywood which didn't make the process Any easier. This seemed to because the window ac unit were not draining properly and drained down the wall and onto the floor.
